You cant target it, and the hunter can stay in camo on the other side of the map. the only way to stop it is to kill the hunter if by some lucky chance you find them or have a DH.
If there’s two hunters in the opposing team, they can hold two bases without ever dying.
This obviously applies to node flag maps…it certainly is not intended and needs to be hotfixed ASAP.

I really don’t think the Devs play this game at all.
This is 100% broken. I just saw in a game where wouldn’t cap shrine almost the whole game. I found the pet owner at market. His worm had 100% up time on burrow some how and the only way I stopped it was to put down a frost trap and then immediately cast scare beast on it.
The CD on his burrow pet was less than 14 seconds for sure. I had the pet targeted and watched the cast bar on permanent repeat without the worm surfacing for more than .5 seconds.
UPDATE if you use the PVP ability Kindred Beasts, the burrow CD is 7 seconds.

I think those hunters are so silly. They should get their pet to where they need to go and stay right at the start, where they might not even be reachable if the map is Eye of the Storm or something.
Someone caps it, the team keeps it forever, and suddenly yay! The hunter wins by AFKing just like guardian druids stacking TD in 8.3!
The only reasonable solution is to stop making excuses for broken exploited abilities that ruin game play. Just fix them so the game can actually be good some day.
