Hunter Training manuals not working?

So i’ve got a new hunter, Lessana - Shadow Council. Hit lvl 17 and bought the training manual for play dead which on the tool tip when on vendor says requires lvl 17 but when i use it i get a ‘You are not high enough level’ error.

Any idea whats going on? Is the lvl on the tool tip wrong or is the item bugged?

I’d suggest posting in the bug report forum.
Fetch isn’t usable until 47 although the tooltip says 17. Don’t recall when play dead becomes usable.

There have been threads about it in the hunter class forum.
