Just ran into this problem today I took off all my gear and switched my stance it seemed to work and I was finally able to clear the quest.
1.5 years after this issue is reported, it’s still happening. Submitted a ticket to customer support. We’ll see if they can resolve for my individual issue, but would be nice to have a more permanent fix for all players.
If anyone comes across this just take off all your armor and auto attack him. Think the bug might be triggered by killing him to quickly.

Youre hitting him too hard. Unequip weapons and slowly kill
Not to Necro this but I solved this by using the foam bat toy on him. Hope this helps someone doing it.
