Flash of Light definitely needs a buff to be useful. I have every talent that increases FOL healing (most require Divine Infusion) and it still hits like a wet noodle.
Holy Paladins in general need an overall healing buff. We are still “D” tier in raids.
Right now raid balance is actually extremely good across all modes, the best I’ve seen actually in quite a while actually, if anything, we still bring Devo Aura so it more than checks out.
Buffing FoL significantly would increase our HPS, and considering our passive mitigation, will likely result in blizzard taking power out of Spenders/Holy Shock, which would be taking steps backwards in our class design. The way it works now its fine, as it was meant to be just a filler spell for ranged HoPo generation, not a spammable spot heal.

Hey, everybody look! It’s another “X spec is in Y position on Z website’s tier list” How original and well thought out.
I personally don’t mind the weak Flash of Light. More of our power has been moved into Holy Shock and our instants, and this lets us play as a more aggressive, melee-oriented build, which I prefer.
Holy Light has also been giga-buffed as a slow but extremely impactful spot heal, which has great legit uses but can’t be leaned on and spammed.
To me, right now, Flash of Light is fine as a weak, but basically mana-neutral or free spammable heal to just weave into spaces where you can’t build Holy Power in melee for whatever reason due to mechanics. Not part of the core kit anymore, but a tertiary bonus ability for edge cases.

Paladin HPS shouldn’t be balanced around Devo Aura when any paladin can bring it.
It’s intended to be a generator when you have nothing else to press. It currently serves that purpose well.
If you buff its healing without buffing the mana cost then it pushes people into strictly casting. If you buff its healing and mana cost it becomes largely useless.
It’s decently good as builder when you have literally nothing left to press and mathematically it’s actually superior to press over Crusader Strike or even Judgement when what you need is strictly healing. It’s just people hate the caster playstyle in general because Paladin has no consistent ranged damaging spells so you have to be in melee and may as well use melee builders for resources.
I know and I don’t like it either, but its how it works. The moment Hpal is not last in HPS by a fair amount (like beggining of this tier) then its mandatory in raid due to Devo and Aura Mastery.
