been playing regularly since Vanilla. my order best to worst is: Legion, MoP, WotLK, BC, WoD, Cata, BFA, SL, DF. and i’m glad this forum doesn’t have a downvote button.

WoDs just at the bottom because I straight up noped out once MoP was over because I knew I wouldn’t like WoD. I at least PLAYED Shadowlands
The rest aren’t included because I didn’t start in Vanilla or BC. So its kinda unfair to judge them

Expansions that i’ve not played but ranking based on my experience with it as legacy content (leveling, achievements, farming stuff, etc):

DF and WoD fighting for worst expansion of all time.
Legion and TBC the best two expansion ever created and it isnt even close. Classic Wrath proves how overrated Wrath was.
MoP lost millions of players, overrated as well.

MoP was underrated and only years late people finally realised how good it was. There is no reason to not like it based on gameplay and content.
The main reason some people hates MoP is because they don’t likes asian culture and thinks it doesn’t belong to wow.
Wrath > Legion > MoP > TBC > DF > Cata > WoD > dirt > BFA > SL
The reason for MoP hate was because it was a bad expansion that made millions of people quit the game.

I was not able to fully enjoy many expansions sadly, as I came later during the last month (If I recall correctly) of Legion, and been here on and off since. Thus only expansions I can give some take on are Battle For Azeroth and forward.
In short…
1: Battle For Azeroth
2: Dragonflight
3: Classic (regular Classic, not any of the expansion versions as I have not tried them)
4: Shadowlands (Though I imagine The War Within will take this spot)

The ones I like are the ones where you look for an NPC with a “!”, you do a quest, then you look for an NPC with a “?”, wash and repeat. Maybe you do a few dungeons.
Legion was the best of the ‘modern’ expansions, that’s all I can really say.
The first three, Vanilla (not an expansion but still important), TBC, and Wrath, were special because WoW was a social phenomenon of a game, at the time.
If you were in school, there’s a good chance you played WoW, got into it with friends, and grew up alongside it.
I did, as a millennial.
It no longer is a social phenomenon, and started falling off with Cataclysm.
The shift has turned over to games like FortNite and Apex these days.
MoP was a very good expansion, if I’m being honest. It’s just a shame less people played WoW at the time, so they didn’t really notice.
Legion, probably the best in my recent memory. Class order halls did a lot for immersion, Dalaran was back.
MoP, honorable mention for being the most overlooked, but still good in terms of content, strong storytelling, faction war was full-swing, etc.
Wrath is probably the best out of the first three, and most nostalgic for most WoW players, because that was during the ‘peak’ of WoW. Wrath did have it’s own issues like introducing LFG, which harmed social elements, but was special nonetheless.
Everyone knows what the worst expansions are, so no point reiterating on those.
I honestly believe DF was a ‘mid’ expansion, largely due to poor writing. The gameplay was pretty good, but I think both are required to be ‘good’ for a good expansion.
It came out the gate strong with Dragonriding, but then kinda fizzled out after that. Every patch zone was basically forgotten about. Still no new meaningful PvP additions, although they sorta-tried with shuffle and brawls.
