How to unlock the weekly rep dungeon quest in oribos?

i know the npc location, but for some odd reason, shes not giving me the weeekly dungeon quests that gives reputation. Im thinking its locked behind something, the only thing im missing right now is renown level 3, all my campaigns are done and including torghast
