The reputation contract buffs are blocking completion. Click them off, and fly back into the quest area and they will complete.

Also having this issue, not super keen on ditching my three-star contract to work around the bug.
I’ll turn off the Contract buff if Blizzard will refund me the gold I spent on their broken items.
same thing happend to me with all of PVP world quest
Same thing happened to me, it also happened again today with the PvP World Quest in Waking Shores so seems like I just cannot complete them in that zone which really blows.

I actually did it earlier with no problems besides World PvP.
Anyone of you running add ons as I don’t run any.
