Same basic example for each expansion land. If you do no Chromie Time, then no Pandaria will stop scaling with you at 30. One thing you can do is start Chromie Time for MOP, and then you will get the breadcrumb quest to start there. Also, things will now scale with you until, supposedly, 70-71 now.
You MIGHT get lucky and visit one of the War Boards that hands out quests and one of the 3 listed lands to go hit might be in Pandaria. Without Chromie Time. But, yeah, direct immediate path would be to Chromie Time MOP it.
