The problem with no borrowed power means there are gonna be forced to balance their game or have an endless stream of complaints.
And we had a lot of complaints even with borrowed power
And we know blizzard doesn’t love to balance these days
They should add stuff like Garrisons, i. expeditions etc HOWEVER, they should keep adding stuff to those features in other expansions also. Why didn’t they expanded the garrison features for example? It might have evolved to a player housing system of some kind, instead like always, Blizzard kills of every feature with every expansion.

Because most people just sat in them and people complained about that.

The rest of them were met with lukewarm reviews. They usually just take a concept and keep it if it’s popular not the thing itself
I wouldn’t say it was constant but yeah.
Without borrow power there is no excuse
Well, why did people just sat in them? Because Blizzard put every thing inside them, that was their biggest mistake. Why go outdoors for mining etc when you for some reason had inside your garrison.
Have a cookie. 
One thing about the Garrison system was they tied it to the expansion story. it originally wasn’t planned that way when they presented it to the players. But let’s forget about WoD.
The 3 player instance system they introduced in MoP I thought was just something fun and casual when it was introduced and could have been expanded for casuals (Since they demand content for themselves.) Pet Battles, was at first an exciting system at first but that got stale over time and is the only system they seem to continue when it was introduced.
Archelogy was also a profession that I found fun to use in my spare time which they need to really bring back into the game.
Blizzard has a few systems they could have grown when introduced but with different development teams each time, I do feel some teams try to erase what was done by the team before them.
They should just keep adding classes, races, and specs.
Give me a Master class, that has Runemaster and Blademaster specs. Give me a Tinker class.
Give me Stonemaul Ogres, Revantusk Forest Trolls, Mok’Nathal, Dire Trolls, Taunka, and Naga.
Give me Earthwarden Shaman tanks, Necromancer as a Death Knight fourth spec, Dark Ranger as a Hunter Fourth spec.
Give me Forsaken Paladins.
