Because you’re just looking at raw damage… havoc dhs bring plenty of utility along with their raw damage which is why as a whole DH is much more preferred in the current meta… and there’s only maybe 3-4 fights in EP where havoc and frost are close… and unholy is nowhere close to havoc.
