I don’t consider sharing a skeleton to mean something is a reskin. Thats more like a rerig if anything. Take vulpera for example. They are completely different race to goblins. Only really sharing a similarity in size and rig. Even their animations are different. To me for something to considered a reskin you have to be able to swap the texture and be done with it. You can’t get what you see on Haranir by simply changing the texture of night elves.
