I never said America wasn’t run by corrupt buffoons, it is and almost nothing gets done nowadays. China has the advantage of a one party system but that system is slowed down considerably by corruption, two different governments can be bad at the same time.
Tofu-dreg buildings still exist, this is a problem in modern day China right now, money gets stolen away from construction projects that originally had enough funding and the workers are forced to use garbage tier materials to finish the project, their workers are capable of making great buildings but their hands are tied when people above them literally siphon the money away from the project.

China has taken huge steps forward technologically by stealing technology and bribing and blackmailing foreign leaders and oligarchs to get away with it. If I really wanted to start something I’d name some of those names, but instead I’ll leave this event from my teens:
I had a big redpill moment, decades before there was even a term “red pill,” when I heard some loud mouth “conspiracy theorist” complaining about this and I laughed to myself while I thought “That’s not true, it would be on the news.”
…except it was true, because I watched a CNN report on it about a month later. (Back when CNN was a good news agency, telling you how long ago this was). Then we as a country started worrying about new stupid issues and this dropped off the collective radar as mainstream news dropped it to report on the new things. Maybe (probably) China had some fingers in CNN’s and other media pockets already too.

China, on a zone-by-zone basis, has the fastest projected engineering completion rate out of ANY technological country in the year 2022. That means they build cities faster, build roads faster, schools, hospitals, you name it, faster, safer and more efficiently than ANY modern country currently.
They have an autocratic meritocracy. That means they only put the most knowledgeable experts in their fields into their respective positions of government.
Keep basing your dumb ideas on a few videos of abandoned construction projects crumbling down, while conveniently shielding yourself from the technical wonders of Shenzhen, Shanghai, Beijing, etc.
Literal dozens of futuristic megacities while American cities like New York, Baltimore, Detroit, Philidelphia, Los Angeles, San Francisco, etc are all falling apart into dirty feces filled chaos.
