From what I can tell of what Blizzard has said of this, it is by design a rotation helper, not a gameplay maximization tool.
No, thatâs not an argument for simplifying stuff rather mechanical perfection will always be better than human players.
It helps no one with their rotation. Hekili does, one button does not.

fun fact:
during MoP remix I got kicked from the first raid I did and was called useless
by mid way thru it I was carrying that same player thru M SoO.
All I needed was a chance and Warioâs community gave it to me.
They helped me get geared to the point I became a god and returned the favor by helping anyone and everyone I could
even the ones that looked down on me at the begining.

Who are you to dictate what people need, assistance or not? Do you have a medical degree, are you in their body knowing what pain they deal with and what relieves them? What makes it easier on them? No to all of those? Cool so donât speak on what others need, since this is a game and no one needs anything on here. Do not speak ever on what someone needs help on. You are not qualified and obviously not intelligent enough to know.
It helps them to perform their rotation without really learning anything about it. In fact if itâs specifically designed to be a poor rotation then itâs teaching them wrong if itâs teaching anything at all.
At that point weâre arguing more to the nature of a rotation helper.
Having one button is simply a different way of accomplishing the same thing, and it is 1000% an accessibility choice. It just also happens to functionally execute your rotation rather than you needing to set rotational parameters in a condition list beforehand.

No actually, considering Ion said at the very first part of describing it:

One button is a play-for-you.
Why not improve it? It should always keep using it automatically until you toggle it off.
Think of the strain of pushing a single button multiple times.

No, it isnât considering your rotation is only a part of any content. The rotation helper also doesnât use your CDs, CC, etc. Itâs just a part of a part.

Iâm not sure if youâre trying to mock people who might genuinely have a disability or otherwise similarly lack the necessary capability for playing well, but I just donât get why people care about this. Itâs not being routed as âauto rotate 9000â capable of beating the best players rotationally, and anybody who thinks it could actually accomplish that with current class design is deluding themselves.

A person in that scenario cant take the wheels offâŚlike myself. I have a genetic disorder call Acute Intermittent PorphriaâŚits never going away. And it leaves permanent never damage every attack I have. Its ruined my kidneys over the blood pressure being erratic and hard to control.
If I wanted to play competitively but my hands are so nerve damaged that I cant do it with 8 buttons and one is a blessingâŚwhy shouldnt I be able to try as long as the feature doesnt give me any overt advantages over an actual good player?

Iâm saying if it was just a toggle, it would be even more accessible to people.
It is a toggleâŚyou move the one button to your bar to use it, and you have to turn on the rotation helper. Neither are on by default, or canât be turned off.
if there was no GCD. we could literally macro every button into a single action. 
one can always switch fingers or hands even if its only one button being pressed.
If they did that, it would run counter to their own intent to explicitly prevent one button press automating a rotation without additional button presses.
It is not a toggle.
A toggle would be your character keeps using it until you tell it to stop.
I can craft, and it automatically crafts up to 999 at once. Iâm not pressing craft after every single item.
