From what I can tell of what Blizzard has said of this, it is by design a rotation helper, not a gameplay maximization tool.

It helps them to perform their rotation without really learning anything about it. In fact if itâs specifically designed to be a poor rotation then itâs teaching them wrong if itâs teaching anything at all.

Having one button is simply a different way of accomplishing the same thing, and it is 1000% an accessibility choice. It just also happens to functionally execute your rotation rather than you needing to set rotational parameters in a condition list beforehand.
