In the 4 corners of the Enclave there are just a couple guards (with Bolvar in his normal spot). Didn’t see them around the city. Also checked Korthia, but nothing there.
Googled it and nothing noted about the npcs moving.

If I had to guess, given Blizz’s track record, they probably broke it and will hot fix. Then again I might just be biased because Blizz could mess up a wet dream.

Are you on a character that hasnt done the Korthia into quest?
The covenant npc dont show up during the beginning of that quest cause theyre all hanging around bovar.
Nah. Ive done it all. All quests
Can someone read this and fix it asap? over all the bugs being reported this is one of the most important we need the right covenant to raid.

Still having this damn issue.
Probably requires a maintenance.
Sivil is most likely right. This is the kind of bug that needs a code change. Will probably be pushed out with restart tomorrow to address a laundry list of issues being reported.
