the weeklies from caverns of time/khaz algar events/world boss/ all give 1-3 tokens per week on account.

i killed two of them again today but i just got armor, is the coins a random drop?

Just do all the dailies and weeklies and turn in all the quests.
check the wowhead article, but the short answer is
Dornogal weeklies (including the rep ones like awakening the machine, theater etc)
PvP weeklies (sparks of war, the honor in arena/rated/skirmishes/brawl quest)
Event specific weeklies (e.g. the ones you get when you go to Tanaris)
Im at 38…ive heard 48 is the weekly max and others say 60-70…Nothing definitive out there yet.
Definitely 40s is possible if you’re pvping, I’m doubting anyone has gotten 60 as they’d probably be flexing in Dornogal right after. 
Has blizzard themselves come out and said how many tokens we are able to earn the first week? There are a ton of sources contradicting each other and even in this post people are saying they have more than even the wowhead post. With all the issues with the event tokens being bugged, they should give us a concrete number and where they are earned, so we can all make sure we get what we have earned through our time.

The World of Warcraft 20th Anniversary Event
Below is a comprehensive list of all the main things to do during the 20th Anniversary Event.
Weekly Quests
Bronze Celebration Token is the new currency added during the 20th Anniversary Event, mainly obtained from weekly activities:
- The first completion of the Anniversary introduction quests Meet and Greet and Shopping Squee! will give you 4 each.
- The first completion of the Blackrock Depths quest Truth of the Dark Irons will give you 5.
- Completing the Daily Anniversary quest Celebrate Good Fun! grants 3.
- Completing weekly events in Khaz Algar grants 1 each.
- This includes the “weekly chore” activities such as Special Assignments, Theater Troupe, Awakening the Machine, Wax Collecting, Spreading the Light and the Severed Threads Pacts.
- Completing Weekly Quests in Khaz Algar grants 2 each.
- This includes the weekly Khaz Algar meta quests such as Archives: Seeking History and The Call of the Worldsoul, as well as quests from weekly calendar events such as A Call to Delves.
- Completing 20th Anniversary Weekly Quests grants 3 each.
- This includes the returning Anniversary Weekly quests The Originals and Soldier of Time, as well as new quests added for the 20th Anniversary event - Timely Gate Crashers, Chromie’s Codex, An Original Path Through Time, and Disturbance Detected: Blackrock Depths.
Earning 100 Bronze Celebration Tokens will give you the achievement Token Collector, which enables repeatable activities during the Anniversary Event to also give you Bronze Tokens. After this achievement is unlocked, the following activities will drop tokens:
- Blackrock Depths raid bosses
- Anniversary World Bosses
- Classic Timewalking dungeon completions
- Codex of Chromie scenario completions
- Daily quests from Korrak’s Revenge

From what I read, it will take time, especially if you want more than 1 set.
Feels needlessly drawn out to me and made me realize I only want the pally, druid and shaman sets when I get around to starting.
