I completed the whole War Within Campaign in the Catch-up Campaign with a lvl 70 alt character and got to 80 going through the whole thing and getting the achievement for War Within through out the campaign it gives you a Reshii wrap so now I’m unsure how to unlock it. On other alts it gave me the option as soon as I went into the portal to “Skip” the campaign and then unlock it right away on this character it doesn’t have this option I’ve even logout and logged in. The only thing I notice is in the quest log it says there is a quest to pick up in the campaign but it’s “Surface Bound” in Azj-Kahet. Do I have to complete all of that even though I even did the storyline into the Mana Forge and all that?

Try Hashim at 50, 36 in Overlook Zo’Shuul, K’aresh, Look for an option like “Give me a new Reshii Wrap”. Who knows - he may give you one.
Otherwise I’m guessing your alt has set something by partially progressing. Maybe complete Surface Bound and see if any skip options appear?
I’m having the same issue. My frost dk completed the whole recap campaign and received the reshii wraps cloak, but afterwards never got prompted to get the quest to speak to Hashim. When I try to speak to him, he just says go away fleshling.
Ok figured this out today after switching my time walker over. Turn in and skip the campaigns like normal, then to be able to upgrade the cloak I had to complete the ready for Midnight quest line with Arator. Once I completed this, the campaign skip for K’aresh appeared then it just like normal for alts.
Completing the recap lorewalking doesn’t count as actually completing the quests. You still need to go start the 11.2 storyline from Alleria in the portal room. You only need to do 2-3 quests before you get the option to skip the rest of the questline. It’s dumb and it should automatically progress you but it doesn’t.
