My experience since I came back has been consistently bad, but is there at least a way to report chat messages? There are people in instances that cause problems and just get to act any old way and I can’t even report them because I have no character to target. Why is there no interface option to flag messages in chat?
Right click on the message in chat and you can report from there.
Report chat by right clicking the name in the chat field.

-whisper
Other Options
-ignore
-copy character name
This is instance chat if that makes a difference
You need to click on the actual chat line, not the player character icon.
I am. I am currently in the game, clicking on the player’s messages that I want to report, but I only see the options I listed above. And there is not even a support option for this anymore. I’d send a screenshot to show it but i dont have the trust level anymore.
I only have the option to report players in local chats on my realm, but the instance chat does not have it.
You can try to reload your UI, I find that it will often fix that issue if I ever see it the option go away, I use the command /console reloadui

And just tried in The Dreamrift raid finder. Option to report player is there also. From report player is communication and name.
That’s very odd. The report player option just… wasn’t there for me.
Then I would suggest backing up and resetting the UI, instructions can be found on the support page. Unfortunately google has not been adequate in searches.
Yeah, I just submitted a ticket explaining both problems. I’ll just have to wait for blizzard to get back.
There is nothing a GM can do to help with a possible bug. You need to post in the Bug Report Forum, or by using the Report A Bug feature in-game.
How much time passed between the offending player speaking and you right clicking the offending line to try and report it? I found that the ‘report player’ option tends to disappear on chat that’s more than a few minutes old…

I tried reporting it within a couple of minutes of leaving the dungeon.
There’s the answer. You need to report while you’re still in the instance. If you leave the instance, the window to report them is over.
Then that is a huge design flaw that needs to be fixed, as in my case, someone cursed out another player after the end of the dungeon, just before everyone left. So the report option then disappears, even though not even a whole minute has passed since the chat was stated before leaving the dungeon. And this allows the offenders to just get away with it, which is what was more aggravating than anything.
But at this point, I’ve just left the report to the ticket I made and I’m leaving it at that.
That is likely what happened. You only have a limited amount of time to report a chat violation. If it gets too old that option disappears and as Melaesia mentioned, leaving the instance could impact the option. Sorry for the confusion, Idontknowhow.
Aha. If you do that you need to know the character and server name to report.
Some extra context based on what I’ve observed:
Blizzard’s chat only has a buffer that goes so far back (based on number of messages across all channels you have active in that window IIRC), but a lot of popular chat addons will extend that buffer (so you can look further back in chat).
If it’s in the addon’s chat memory, but outside of the blizzard buffer, it’s generally not reportable.
