Apparently Blizzard has been aware of this issue for months now that Mac customers are unable to run classic WOW, and they still have NOT fixed the problem.

this worked for me! Close battlenet, go into System Setting> Privacy & Security> Full Disk Access press + then search for ‘Agent’ open it and make sure it’s checked on run the battlenet app again should install the game.
