Basically you chose to roll your character on one of the largest servers. This is also sharded with other large servers into one megaserver that has to have many shards in order to not bug out when too many players are in a zone at the same time.
I suggest either moving to or rerolling on a low pop RP server.
Low pop RP realms are the answer.
