You don’t need to be dead or undead to be a victim to be fair. Even if you survive a calamity the psychological scars aren’t going to just go away, especially given the nature of most human victimization is related to undeath, something that is effectively designed to leave maximum psychological scars even if you survive.
It’s a common zombie trope that what makes them truly dangerous is less the zombies themselves and more the psychological impact they have on the survivors.
