That’s true (it’s at Rank 3), but it was not planned that way at release of Early Access nor on Beta. The limit was (and still is) woefully low because of the outdoor active lighting issue with low-spec clients.
This 50-point increase was applied retroactively and for whatever reason, they assigned it as a perk at Rank 3 rather than just unilaterally assigning it at all ranks (like I feel they should have).
Point stands that the 500 decor budget bonuses at R7 and R9 are interior, not exterior and that any future exterior increase is likely pending further optimizations to avoid low-spec clients crashing when they come in render range of a lot of placed exterior objects (particularly with active light sources).
