The Dec 14th hotfix notes show the Captain’s Signet of Command should be ilvl 395 for Alliance but in-game the ring still shows as ilvl 380 for me.
I just went to the vendor in-game and it appears to be listed at 395 for me. You might try refreshing your UI, if that doesn’t work resetting it entirely.
