So if you want to get back to the root of what made this game great in the form of social, you need to start designing the game around, requiring other players to reach your goals. And not just a few goals like m+, Like all the goals including group contact in the open world.

You are so close, but missed it completely.

Server phasing is the issue. Server merging. Easy server transfering/name changes.

All of these things mean you dont have to care about being a jerk. You can easily bounce around. No reputation follows you.
