I highly doubt that. A lot of people faction transferred to horde to be with the top PvP and pve players over the years. This doesn’t make the skill of the people that transfer automatically go up.
If you’re talking about the skill of the high end, I mean sure. We already know the top guilds have faction transferred to horde. The average joe who followed them to be on the cool/winning side is still an average joe.
