Incorrect.
In WoD the PvP ladders were 90% alliance. Also the random Battleground win/loss ratios were more lopsided during WoD than at any time in WoW's history:

This is the only time in the game's history that either faction has had that kind of dominance, in PvP or PvE. And it was Alliance dominance. Horde bias, you say?
To reinforce this point.
It was because of Alliance having the better PvP racial which shifted the top PvP players to Alliance which caused a trickle effect throughout the ranks of general PvP players. The end result of which was Mercenary Mode so that instanced PvP queue times were low enough that said content could actually be completed.
