I have had people in my party that did not have the mount get on my mount, I have also not been able to get on other peoples Hivemind mount. I believe it is just a bug when I switch to a alt the people that could not get on my Hivemind mount were able to get on that one.
It’s a bug.
You can use it with anyone on alt toons but the one you completed it with is bugged to only be able to do it with those of the party (or last party) you run it with.
You’re supposed to be able to have four members ride with you. However the speed buff may be only for the original party members from the way some are reporting (still not confirmed).
Either way there hasn’t been any word from blizz on fixes yet.
People seem to be noticing all sorts of weird bugs With the mount, some are restricted some are not
Finding out how to get it was interesting and wonder how secret discord accomplished it amazes me. But like the fathom dweller in Legion which was more a fathom disappointment the Hivemind follows suit with it only allowing players that have completed to ride on the hivemind.
Seeing all these responses from a few years back, can people who didn’t complete the quest with me and vice versa ride the mount with no speed buff if I’m on an alt toon?
This thread was created back during a period of time where they were in the process of nerfing some of the features. Originally it was possible to use it on an alt and carry players in that alt’s party, but later they nerfed it so only the original party members who got the mount could use it together. It made a little bit of sense to do it that way when it was new, if they were expecting it to be used by mythic+ teams, but now it just means they’ve effectively converted it into a single person mount.

hive mind is done by a group of 5.
only the group that done the quest for hivemind together can enter each others mounts.
for each person that enters the hivemind a speed boost is given.
