I agree with Jetsum. Blizzard has no hand in deciding how your network traffic is routed. That’s an arrangement between your ISP and the routing peers they rent routes from.
There is a ticket system where you can communicate solely with staff, but that’s not the purpose of the forum. This a community-based area for players to help each other, if they know the answers or have an idea about the issue, and not a direct point of contact for Blizzard.
