High Latency when routed through Cogent Communications

Update: 7/18/19 I just got off the phone with digital path. They said they have been working with cogen trying to figure it out but its out of both of their hands. That it is on blizzards end so yet again I been lead on a loop. Blizzard please fix this you guys make it nearly impossible to play last 2-3 weeks now. We paid for out time yet we are being denied service. I myself am not a big fan of using lemon as eye drops kinda like how i dont like playing 280 ms where everything is painful.
