The nighborne didn’t look at the whole of alliance or horde when joining, they wanted to join one of their fellow sister races. And the blood elves are a much closer fit to the nightborne than the current night elf culture.
The void elves joined due to Alleria, they didn’t seek to join with the night elves and if they had approached them then they would most likely have been shunned.
