I queued for a random heroic and was placed in an already completed dungeon. I now have to wait to queue again because I “recently queued” for a dungeon.
Was it fully completed, had a boss just been downed or was basically no one there?
If the folks in the dungeon engaged the last boss before you were able to enter you would have been delayed in getting in.
If you seem to have joined a fully completed dungeon though, that doesn’t sound intended and I’d submit a Bug Report through the appropriate channels, either through the option in the in-game interface or by posting in the Bug Report forum.

Customer support doesn’t handle bugs or bug investigations. I would normally have just moved your thread over but I wanted to give at least one condition in which what you described might happen.
