personally, what i’ve been doing is using azerite gear to quest, and then put on the heirlooms for turn ins.
sometimes, you screw up and forget to put them back on.
This was a big tadoo back when the upgrades came out.
Currently it is working as intended, heirlooms are not azerite armor so you shouldnt expect them to act as such. And in my opinion, they should be weaker.
I believe the current strategy is: do your quests/dungeons in azerite gear and turn in quests in heirlooms.
I don’t think blizzard made an official statement.
If you really want to see how silly the power gap is, compare level 120 heirloom stats to any azerite gear you get at 110 from Magni.
Huge power gap.
Don’t worry though, those secondaries will even it out according to one of the CMs who posted a while back.

This expansion is nearly over. Everyone has gotten their fill of the stupid azurite gear that you use for a few levels. Nobody care about I anymore. They need to fix their extremely broken heirloom armor so people can get their alts up to 120 faster, like they paid gold to do.
