Leveling is so ridiculously fast now that it’s possible to go dozens of levels without upgrading. Heirlooms at least keep you at a reasonable ilevel. That said I still would never waste my time upgrading them.
But during the anniversary event my rogue hit 70 purely off time walking without ever even looting bracers.
