What you posted says nothing about objectives/quests/harpies, nor does it say “yes, you will be actioned”. In fact, it was specifically said that:

Yes, doing your own thing in a BG is likely to get the attention of your teammates. Enough reports can lead to a debuff, which requires you to enter combat within a certain time frame. Enter combat, and nothing happens. Don’t enter combat, and you will be removed from the BG. A number of removals may trigger an investigation, where they will look at your participation across many BG’s.
The key component is not what you are doing at the time, but how you are helping your team. If you have a team that decides to back cap, defend the first rush, starve resources…then going to the mine/killing lieutenants/etc are fine actions. If you have a team that’s zerging as fast as they can, going to the mine/killing lieutenant/etc are not going to be fine. It’ll all about the context of the team, and the team’s apparent goals.
Same thing when it comes to defending. Defending a tower can be a fine strategy, but if you pick a tower and stay there the whole game without ever encountering an enemy, then it’s non-participation. It’s not defending anything, if the other team is not attacking it.
