Just going to shamelessly plug my own bug post in the hopes of whipping up a storm (shaman pun!). I find it quite unbelievable that this is still an issue almost two years later.

I always have warmode off and don’t engage in pvp. While doing the prepatch event there were two enemy players who were flagged for pvp in the fray. During the Hogger fight I suddenly became flagged for pvp and immediately died to the enemy players. This is actually a bug I reported back at the start of Dragonflight, but could never be sure what attack first hit them due to there being so much going on and cluttering up the combat log.
