keep changing guilds until you find one that actually raids?
Doing that only took me 5 days once I was ready to start trying to raid.
To the OP’s point though, WoW Devs really should add stats to the Guild Applications page so that it shows their average daily number of guild chat messages and also how many raid bosses and guild M+ runs have been completed in the previous calendar month or something.
