Guild Leveling Gone? Have Group, Will Travel... Gone?

While no surprise Blizzard has put little to no effort into this Beta especially when it comes to communication (classic Blizzard).

In what world does Blizzard think its acceptable to completely remove fundamental guild perks & systems Cata had, without a single blue post to the community?

I suspect that they are just not active yet, as stated. They mentioned before that they would be looking to balance guild levelling between smaller and larger guilds, so I would assume based on that it will still be in the game when it goes live.
