I figured out how the (smarties) balance the game.
I am stupid person, it took long time to be smart.
they now take numbers end xpac and adjust numbers accordingly to balance pvp, they do not consider new adjustments in new xpac for these changes.
I am stupid they are smart. no need for xpac adjustments, just wait for data.

I think they have created a meta change generator that randomly chooses a system or feature of the game to be changed, then goes down further down a tree making random selections until it reaches the end and is implemented.
Perhaps the system it picks is “classes”. It then picks a class, then a spec, then a random ability, and a random change to that ability, ie buff/nerf/removal. And it’s done!
