They're not, however, when Legion launched Tom Chilton was cited saying that WoW's subscriber count was back up at 10 million, and while Blizzard was quick to state that they 'no longer talk about subscriber numbers' anymore, they didn't deny the cited number.

Additionally what Blizzard 'did' state is that when Legion launched they (Blizzard) hadn't seen so many concurrent players online since the launch of Cataclysm, which, if you were playing at the time, you'd know that Cataclysm was riding the coat tails of Wrath of the Lich King and had a subscriber count of around 10 million.

Since Legion hasn't had a 'major disaster' like WoD which caused subscribers to desert in droves and was a fantastic expansion, the subscriber count may have dropped, but only by around 2-3 million before BfA's launch.

Also if you go to realm select you'll notice that the majority of realms are either medium or high population, with more than a few being full. There are very few low pop realms now.
