Correction: Gnomeregan was reclaimed at the start of the Cataclysm. Only the lowest levels still remain radiated.

No, it’s because Blizzard didn’t bother to update the zone to match the lore. You can ask them why they didn’t, if you want.
They haven’t updated any of the zones since the revamp.
