Glaciate stacks are bugged currently. The stacks only seem to go past 5 when using frozen orb, and sometimes the stacks get stuck at 1.
Last Night we noticed this in raid as well, but instead of getting stuck at one stack I petsonally noticed it was getting stuck at 4 and not refreshing or gaining more. We were running two frost mages in the group, if this matters/helps.
Hopwfully a fix comes soon!

nevermind i see its in the new set and was bugged for the old sets.

Last night it did not appear to be corrected.
Visually only showed a maximum of 5 stacks. And statistically it was showing my crit chance did not change in the logs.
Shouldn’t Glaciate be able to reach 10 stacks with 2pc from this Phase?
You mentioned Crit Chance, are you speaking about Winter’s Chill?
Winter’s Chill is required for Glaciate to activate but Winter’s Chill does not stack to 10 ever, even with the set bonus, it is a different effect from Glaciate.
