Going forward you can make all tier set the same color, only that’ll be different will be the ilvl.
Will this mess up the current reward/incentive system? Because if you do it for gear, you’ll have to do it for housing furniture 
Housing decos already have their own recolor system.
That may eventually get applied to gear in game.
I don’t see a reason to change the tier colors, as some people will want the base colorations or the ones with special effects on them.
The housing system is likely to be a completely different gear system to the actual Gear that we get, and it comes down to if its designed with being recolored from the ground up. As it stands, its extremely unlikely they would give us the gear as a “Recolorable” system because the colored tiers (+glowy mythics) are basically the indicator of where a player is and considered a “Prestige bragging right”. They’d also have to go back and apply the system (ontop of BUILDING an entire new recolor system) for every single piece of gear in the game.
Won’t come to gear, otherwise they can’t get you to farm LFR, Normal, Heroic, and Mythic versions of the same armor. You will run our terrible raids repeatedly until your eyes are burning and like it.
No, they don’t have to. They did already say once in an interview that it would be for gear moving forward if they did implement a system.
Sure they can. People will still want the different base colorations and they could always add or remove bits and bobs from them.
I’ve always thought it would be neat, if they do end up implementing a dye system for mogs, to make it so that you unlock certain dyes for the given tier set depending on difficulty. So like, maybe heroic gives you a purple cloth color, a golden metal trim color, and a green gem color. And maybe mythic gives you a red cloth color, a silver metal trim color, and a blue gem color. So once you get both heroic and mythic, you can mix and match to give yourself red cloth & gold trim & green gems, for instance.
I would much rather then redo all the sexy mogs from classic and BC with modern resolution. Maybe as trading post items. Those glorious breastplates just ain’t holding up when paired with modern armor pieces. Then again, that’s probably the idea. Bliz would rather everyone just wear burkas.

I don’t think this will ever happen and if it does it will probably be only for specific cosmetics.
