No…
- This may be true after you’ve run new content a few times, but when you’re going up a difficulty level or trying new content for the first time, this shouldn’t be happening. If it is, it’s definitely a ‘you’ problem.
- What you’re describing only really happens in LFR, and if you think Master Loot will work in LFR I have a bridge to sell you.
- Your chance of getting something is absolutely still 100% RNG based, since 1. You’re still relying on RNG for an item you need to drop from the boss and 2. In most pugs those who want a specific piece of loot are asked to roll for it.
- Having loot being RNG based is literally how every MMO works. WoW has worked this way since 2004.
- Who ‘deserves’ loot is entirely arbitrary depending on who is the loot master. Your loot master may decide that any mage with the letter K in their name is undeserving of loot. Or they may decide that their girlfriend’s brother’s cousin needs gear more than you.
- There’s no guarantee of you getting loot at all regardless of what method of loot distribution is used.
