Lead a mob to her gate and die there…we got her to reset.
This is still happening. It just happened to me in a +2
Having the same issue in a Plus 2. We wiped after tank got knocked off the platform. Couldn’t get back into the boss platform, and General Kaal’s health was still at the % we wiped at (55%). Tried everything including wiping the party and Venthyr teleport. Nothing reset it.

Same issue - Mythic 0 - server: Twisting Nether/Lightninghoof/Maelstrom guild group at 12:30am CST on 12/13/20. Wiped when General Kaal was at half health - boss health did not restore and gate was up when running back after releasing. Shield was still inside boss platform. Could not get in to finish run.
Just did M0 and this happened after we wiped on Kaal. Idk if it makes a difference but we wiped due to the tank not knowing he had to use the naaru ability during the Gloom spell and we all got launched off the edge.
Mythic 6 just ruined our run thx blizz

For anyone else that gets stuck with this. If you have a monk, chi burst works. Can even teleport out and back in to change talents if needed.

As of 12/21/2020 I can verify that this bug is NOT fixed, just happened to me
