I try not to bite low level people due to the difficulty of the vampire quest, but they kind of made everything scale so it might be fine.

Well just getting a neck nibble isn't good enough in ESO. You have to go meet the first vampire and she tears out all of your blood and replaces it with some of her own.
Also there is a lot of lore to chew through.
I never had to bother, I picked up vampirism from the Halloween sale and just had it for the entire time leveling. At the time people were charging a lot for bites, so I give them out for free to kind of be the person I needed then.

Well the npcs will not be vampires..well the non vampire ones, but really having everyone as a vampire wouldn't be so bad.
Bethesda is known for a lot of game glitches. Skyrim does so well because it's a modder's paradise. I can see them just under estimating how much damage multiple players can do.
