Because Marksman is balanced within the confines of comparing it’s kit to Survival and Beast Master.
It’s not stepping on the mechanics of other specs within it’s class. Despite your opinion on things, there are limitations as to what can be done without having to overcorrect other avenues within a class.
This is exactly why Meat Cleaver needs to be removed, not buffed. Removed. Give fury a proper AoE tuning fork unlinked from it’s ST and unlinked from needing to be balanced around the kit of specs it’s sharing with.
