Not sure if i spelled that right but anyway, do you have to be lvl 120 for a chance at this staff? Or can any lvl do it?
Also- does it drop from the main chest or that Sachel?
ive been trying to farm it on newly made allied races quing as heals and no luck yet but from what i understand it drops from satchel
just now confirmed it drops on 20s
I got it for the first time in all my years of playing on my shadow priest, first time through this week. Seems to just be a rare drop.

Because my understanding is you get the satchel because it’s the reward but you don’t get any of the unique rewards until 120 (maybe 110?)

event weapons are always max ilvl for the xpac.
max lvl for the chance of weapon from satchel afaik.
They only drop to max Lv and if you’re the appropriate stave wielding Class.
EDIT: It seems it now scales with your level and can drop at any time.
This is true, because when it dropped for me, this monk was level 100 in WoD.
Ok, just says reward is still a Sachel of Chilled Goods when queueing on my 110 right now, but I am guessing it just can’t contain the staff then.
I got it in the loot bag on a lvl 20 mage.

ppl have gotten by a lvl 40.
also any class (even non staff users) have gotten it.

I had the scythe drop for my lv 66-68 (forget where I was exactly, 70 now) LF priest the other day. Lower levels get a “Knapsack of Chilled Goods”, which did drop a Scythe, scaled down to ilvl 73.
