Same issue. I did the world quest option for the world soul weekly. Did not receive any fractured spark.
I am thinking that people who were logged in prior to the vault opening at 8 AM PT, and who did not relog, are the ones who are being affected by this. This should be fixable with a script to simply check for people who have completed Call of the World Soul, have completed the free spark fragment quest from the bug, have completed the initial hand in quest, and still only have 3 of 4. Or, you could check for completion of Call of the World Soul and check for the Spark being 3 of 4, and reset the quest for those people.
Knowing Blizzard, even though these are customers who pay monthly and bought the expansion, we will receive zero support. Gotta maximize profits!

Somebody in my guild is saying that you can get it from end rewards from dungeons and such now if you did not get it from the quest, but I am unsure. Iāll post here if I manage to ever get the fragment this week.

Having the same issue, but had the issue last week and this week, so Iām (2) sparks down (assuming you would have your 6th for this week) - IE (3) Sparkās of Fortune total.
This is correct. All players should now be eligible for 3 sparks of fortune. I would think that you should be able to get last weekās spark fragment at this point in time through the catch up mechanic. Have you killed any raid bosses or done any dungeons since the reset?
Many for me. Normal/Heroic and 8 M+ along with multiple pinnacle reward quests 
There are only 3 things that give a spark.
They are only contained in āPinnacle Cacheā and not any other boxes.
Only one of them is available to all characters that week.
Characters who picked one up in a previous week but didnāt turn it in can turn that one in and get a spark. That was bugged and is how some players got an extra spark. Any of them can still give a spark instead of the ācurrentā weekly , but it has to be one of the specific rotating 3:
Call of the Worldsoul (this week)
Archives: Seeking History (next week)
Delves: Worldwide Research (last week)
Weekly reset not happening if youāre logged in is a bug with some nasty side effects lately, donāt do ANYTHING on reset day without logging out first. Prob have to put in a ticket if you already did the main weekly and donāt have leftover ones to turn in.
I got my half spark from Call of the Worldsoul dungeon quest. Was not logged in til after reset.
also did not receive mine earlier and have also done emissary of war and did not receive it then also
its also random what you will get yours from, got mine from World boss in raging deeps for some reason lol
only weekly quest i have left is 4 mythic dungeons i have yet to get my half
It is not random.
There is one specific rotating weekly that gives it and nothing else will.

Got mine from Pinnacle Cache from doing a Dungeon.
well got mine from world boss guildie got his from LFR boss

Thatās a catchup spark. Not the weekly. It means you were missing sparks from a previous week and had fewer than 5. Prob because you didnāt pay attention to what last weekās was either. And youāll get another one if you do the actual weekly this week.
Just gotta chime in on stuff without understanding how it works, huh. Even when itās all been explained but you didnāt read it.

nopeā¦not behind and neither was he we both had what we should of had so not sure why we got ours from world boss and him from raid. we even had the free one they gave from the vendor either way just do random stuff and it will drop from somethingā¦my guess is it was a BUG and it was dropping from stuff it might was not suppose to idk there seems to be a lot of bugs latelyā¦dont believe the stuff i say can alwasy put my on ignore and not reply as well just saying. Bugs happen and TWW seems to be full of them
