WoW (all versions) is bugged because it uses a custom borderless full screen mode and no way to choose full screen exclusive despite all the issues that causes with Windows/DirectX Because their developers are amateurs.
Test triple buffering make sure it isn’t bugged for your setup.
Some micro stutters and hitching will happen in populated areas because these are virtual realms also and that will not change
For your own sanity disregard the people saying it has anything to do with your hardware. Especially if you have no issues in other games.
Troubleshoot. Do the work. Eliminate hardware. In this case it’s easy. When you notice the FPS stutter, pull up Task Manager and watch your GPU temp. If it maintains a steady running temp within acceptable hardware thresholds and you dont notice this issue with any other games you have eliminated hardware. At which point youre looking at software. Drivers. Settings tweaking. Pain.
If its running hot FOR ANY REASON you need to figure out why. The most common cause for this from Blizzard the last several years is uncapped frame rates. Which when you run into it your GPU thinks youre trying to render God and has itself a heart attack. You can fix this in your GPU dashboard by setting a hard ceiling. Pick one - for example i have my 3080ti hardcapped at 60hz after it almost turned into a volcano trying to play launch day D4. If this resolves, youve identified and resolved the issue. If not, keep troubleshooting.
It took Intel 6 months to a year to figure out what was causing 13th and 14th gen CPU’s to crash. They have now released microcode updates that get installed directly on CPU, and BIOS updates. Newer 13th and 14th gen CPUs were being sold by Intel with the microcode preinstalled on the CPU’s.
Intel is replacing these CPUs with no questions asked. And 3rd parties like Dell, HP, Lenovo can replace the CPUs and Intel will reimburse them for their loss.

Even Dell said “unstable applications”. That includes software and games. Are you running dual monitors by chance on that Nvidia card?
There have been bugs reported for the latest drivers on Nvidia about frame stuttering when running more than one monitor, especially with vsync enabled or HDR enabled.

Go on Intel and Dell forums and tell them that they are wrong.
Notice that my first sentence to him/her was a question. So if he/she already had their CPU replaced by Intel, then they don’t have to read any further.
Go into device manager under network devices and disable realtek PCIe 5GbE Family Controller. if you use a wired connection don’t do this but this is the problem for me. I have multiple computers with the same issue the 2.5GbE version does it too. Try it out might get lucky could be the problem.
Don’t know if you sorted this, but I was having same issues on my i9. Watch your CPU settings and look for spikes in temp when you get the fps stutter. They had an issue where if you didn’t update the CPU/mobo before choosing a setting that says unlocked fps, the CPU damages itself. Problem gets worse and worse over time.
There’s an Intel app you can get that will detect if your CPU is damaged or not, I checked and mine was. Replaced under warranty.
When the mobos / CPUs weren’t updated the CPU would literally cook itself instantly trying to run programs at unlimited fps. It had no cap on how much processing power to use.
14900k + Window 11 is such a bad combo right now, thankfully Intel doesn’t have the monopoly on CPUs anymore, thanks to AMD and their powerful Ryzen CPUs.
Hey guys I really appreciate all the responses. Regarding people saying my CPU could be the cause of the issue, I’ll reiterate that my CPU temps are unbelievably good due to my 420mm AIO CPU cooler, and that I have ZERO issues in any other game other than WoW, so I highly doubt that’s the issue. Every other game I play runs buttery smooth.
