Was also an experiment for the WoW Community MVP program. It was the first time they took applications for the MVP program, instead of selecting people who were already helping others on the forums.
I don’t know what Blizzard thought of that model. They don’t have any more new Community MVPs so I guess it does not apply. They did create the Community Council which is used applications, but they are not there to interact with the forums specifically.
There are other things you bring up that I can’t discuss.

There are a total of five trust levels: 0, 1, 2, 3, 4. I believe levels 0-1 are for new forum members, level 2 is for active participants, which gives you “member”. The more you partake, you could eventually get to level 3, thou I understand it is hard to reach that. I have never been level 3, so I can’t speak from experience ,only from what I read. Finally level 4 can only be granted to you by moderators. The only trick to this whole trust system is that, while yes you can excel in levels the more you participate, you can also have your level knocked back, if you do not remain active on the forums, and of course if one violates any forum TOA . Just a friendly PSA and a FYI on what I know of how the trust system operates
