When Azshara pledged loyalty to Nzoth and he bestowed the Naga curse/gift onto the Highborne.
Were they upset? Did most accept their fate because the alternative was death?
I donât think we know how they felt. I think most wouldâve been glad that their Queen âfound a wayâ to save them from drowning. Those that were with Azshara at the time were her most loyal supporters.
It is possible that others were not pleased, or found out Azshara sold them out to an Old God. Who knows, maybe those that belong to this group were those that sided with Neptulon and conspired to bring Ahune to Azeroth. For example, Skarâthis.
If only we got Nazjatar as a zone that wouldâve touched on this as part of its world building. Still holding out for hope that we get Nazjatar one day.

It actually surprises me how little we know about naga society.
We know Azsharaâs closest followers became naga. We know NâZoth twisted them. But⌠how did the average naga actually feel?
Were they grateful?
Terrified?
Did anyone resent Azshara?
Did anyone willingly embrace becoming naga?
Outside of soldiers, bosses, and priestesses, we barely know what life in Nazjatar even looked like. For a civilization thatâs existed for over 10,000 yearsâone of Azeroth's oldest empires(yes, I know thatâs becoming a crowded category 
) weâve barely met its civilians.
Apparently everyone in Nazjatar is either a raid boss or in military command! 
Now that Azshara is finally free,it feels like the perfect excuse to revisit Nazjatarânot just for raids or some quests around the outside edges of their Empireâs backyard, but for its people.
(âŚand if playable naga somehow came out of that, I certainly wouldnât complain.

When Lady Vashj died and passed on to Maldraxxus, she was offered the image of her original Night Elf body and she refused, preferring the power of her Naga form. Apparantly that is the mindset of most Maldraxxan souls, prioritizing strength and power over looks.
The Naga form is one far better suited for a primarily ocean dwelling species.

Presumably grunt work is done by the people enslaved by the Naga(like Murlocs). So I really dont think there is a true âcivilianâ population.
Chronicles Volume III says the Highborne that would become Naga had their minds altered with a predilection to hatred, so the notion of their free will is questionable.
Who can say if the writers will be beholden to that detail or if weâll discover a group of rogue Naga in opposition to Azshara and her motives in the future.

To be fair, predilection does not mean 100%. They can still have free will and the ability to rise above that. It is just that most wont. Which does leave open the chance for a group in opposition to Azshara. So long as they are treated as the exception rather than the rule.

We already have, I mentioned them in a post earlier in the thread.
Granted most of these are tied to Midsummer, a holiday event and are antagonists but Skarâthis was an NPC in Heroic Slave Pens that was imprisoned because he sided with Neptulon. Hell he is the NPC that gave out the quests to get attuned to Serpent Shrine Cavern.
I honestly wished this was brought up at some point outside of Midsummer. Imagine if Neptulon had Naga defending him during Cataclysm. Or his supporters launched a rebellion against Azshara in BFA. Neptulon himself even makes a cameo in Nazjatar.

In Nazjatar we discover that Highborne that refused to become Naga and choose death instead were not allowed their choice, Azshara placing the same curse on them as she cast on the Court of Farondis, the souls that refused to become Naga now known as The Drowned and continue experiencing their final moments again and again and havenât been allowed to move on for ten-thousand years.

Thereâs also a group of naga in legion that sided with the Burning Legion, and one of the higher ups among them insulted Azshara by referring to her as âlady Azsharaâ instead of queen

The Naga were a Highbourne variant which meant that they were all nobility in the original Night Elf Empire.
